should he deny permanant residency petition already applied on his behalf

hello,
my cousin's father has applied for a permanant residency petition on his behalf.
he lives in Africa, and will like to visit his father this winter:however, on the application form a question is asked as to whether anyone has applied for that on his behalf?
his problem is, should he answer yes or no.
since it seems he might be refused if he answers yes.
PLEASE HELP.

He must answer truthfully. They can pull out all the records and if caught, it will be a big problem getting him any US visa in future.
