Visitor Visa Question

Hi,

I have some questions regarding the Visa.

1. My uncle is 78 years old. Can somebody confirm is he needs to go to COnsualte for the interview? or above 80 years only, no need to go to consualte for interview.

2. When do i need to take DD for visa fee for $2300? Before going to consulate or after?

Please confirm.
