Please guide me how to get ECNR ( Emmigration Check Not Required) stamp, on the passport, even the person already stamp ECR (Emmigration Check Required) on his passport is this procuder is long and what documents are required for this . and is this posible to get ECNR stamp .

Please guide me i don,t know any rules of India coz i m not Indian .
My friend want to come here in Dubai UAE. i got her Visa but she is trying to get ECNR .
