Parents Visa Rejected

Hi

Today VO denied a visiting visa for my parents. He asked Why you want to visit at this time only?
My parents told that our son has arranged his leave from work during that time.
And again VO asked Why you want to visit at this time only?
Again my parents told that son has arranged his leave from work during that time and also would like to see snowfall in USA.
Then VO told that he is not giving Visa at this time.

can any one suggest what is the proper answer to convince those idiots.

Is there any time frame to reapply for visa?

These idiots cannot be convinced. Refer to my previous thread where my parents visa got rejected second time in a row.
