Visitor visa question

I want my mother to apply for a tourist visa from India to come to US
in May 07. If she were to go and apply in Jan 07. Would she be allowed
to travel in May 07? What if they give her the visa for only 3 months
and it expires in April 07?

You can travel any time before the visa expires. If she wants to travel
after the expiration of visa, she needs to apply for new visa first.
