Lost Passport with valid visitors visa

To whom it may concern: my mother had a valid USA visitors visa in her
passport and she lost her passport in Argentina. We are argentinian
citizens and she was trying to come visit me, I am now a permanent
resident of the USA. She is 78 years old and she needs to get a new
passport. What will happen with the visa she had? Can she get that
re-written in her new passport or she needs to get a new one? She lives
about 600 miles from the Consulate and it is hard for her to move, I would
be extremely happy if you can give me any information about how to
proceed

The samething happened for my father-in-law.
He had 10 yrs visitor visa on his passport but unfortunately he lost the passport. He got the new passport and applied for the visitor visa again.
The visa was rejected first time under 214b but second time he got it for 10 yrs
