Does visitors length of stay depend on visa expriy date OR I-94 exiry date?

My Mom got a 6 month visa today. But she can't fly here for another 5 months, till May. If her visa expires in June, but her immigration officer gives her a 6 months stamp on her I-94, till Nov, does that mean she can stay only till June or can she arrive in May & stay till Nov.

She can stay per I94. But officer @ POE wld give I94 based on Visa. so there is no guarantee that she wld get 6 mnts on I94.
