Delhi appointment for AP Resident: Pls Advice

Hey,
I am planning to get an appointment for my parents who reside in Andhara Pradesh.When I tried to book the slot for tourist visa, VFS shows New Delhi appointments too along with Chennai for the month of Jan,07.
Can you please advice me as to go ahead & schedule the appointment at Delhi or stick to Chennai. What are chances that my parents will be issued a visitor visa at Delhi vs Chennai.

Im a greencard holder & so is my brother. BTW, they were rejected a Visitor visa at chennai(June, 2006).

Appreciate any advice !

If your parents can speak English, then they can goto Chennai, Delhi and Mumbai consulates. No issues.

I think the new regulation says that if your visa was denied previously then you must apply at the same consulate. Has anyone who has been rejected at chennai went to Delhi yet?
