IF you wish to sponsor her for a visitor visa, bc is not a mandatory requirement. They only wish to make sure she is your mother. They may not even ask for it and if they do,
she can show your school leaving certificate (with your dad's name on it) and their marriage certificate.

You probably don't need it as the Senior member said but if you still want one you could get it at the indian consulate here in the US.They will issue it
based on your birthdate in your passport.

I reckon it will work. She can also carry some convincing pictures of you and her together.

If you do not have the BC the you can get it (might as well get this done now as you will need to for GC).
Let your parents go the municipal office of the city where you were born ask them to do a search of BC. If not found they will issue a certificate stating that.

To add to this two people who were present or have knowledge of the birth will need to swear our affidavits (one each) stating that such and such child was born to x and y on z date at ccc city. etc.

These affidavits in conjunction with the not found certificate should suffice
