issue a non immigrant visa in a country other than my country

My Mother (cyprus) has a visa (non immigrant visa) that expires on May 27 2007. She is planning on coming to USA
on march 1. then we planning to go to Ecuador on august for my sisters wedding and come back to USA and later return to cyprus. Can she issue a new visa in ECUADOR or she can only issue a new visa only in Cyprus. I will appreciate any help or advice on this issue

Legally she can apply anywhere in the world, if she does not overstay her visa
but in her own interest it is advisable that she apply only in cyprus.
The reason is the local staff at the US embassy in cyprus is familiar with the conditions in cyprus and since they issued the first visa, so will be better able to judge your application. Where as in ecuador you will be risking a denial for any trivial reason related to cyprus the staff may not understand.
