System did not ask to fill DS-157 ?

My father-in-law is exactly 55 years. When we were filling the forms, DS-157 was never asked for my father-in-law. But it asked for my mom-in-law, since she is 47 years.

Is it 14 to less than 55 years of age will need to fill DS-157?

Please advice...
