VO said Sec 214b but did not put a stamp on the passport

    Here is my case,
    I am on H1b and am trying to sponsor a visitor visa for my mom.
    My mom is an active state government employee.
    I am the only child.
    Due to some family problems we have no connections with my dad.
    My mom has good bank balance and property statements.

    My mom went for visa interview on March 8 and got rejected. Here is the interview conversation in brief:
    VO: Are you working?
    Mom mentioned the details and showed the salary slip and the NOC. The NOC was issued for 6 months.

    VO: What is your son doing in USA?
    Mom told the details

    VO: How many children you have?
    Mom: Only 1 son and he is working in the US

    VO: Why is your husband not going with you?
    Mom: My husband has a peek business season during the summer and cannot afford to travel ( We did not mention that my mom and my dad are not staying together)

    VO: Do you have your husband's passport?
    Mom: I dont.

    VO: I cannot issue you a visa today becaue your husband is not accompanying you.

    The VO gave the passport back along with a form talking about Sec 214(b). She never stamped any rejection on the passport.

    Now,
    1) Since nothing is stamped on my mom's passport, is that a rejection???

    2) The VO should have rejected on the grounds that I am the only son but isnt it ridiculous to say that she cannot issue a visa because my father is not able accompany my mom???

    3) What changes should I make in the case the next time??? The VO never asked for any property documents.

    Any info will be very helpful.
