You can enter US right up to the last day of your valid visa stamped on the passport.
That means if they get a a 10 year visa, they can come anytime in the next 10 years.
However, if they only get 6 months visa, they can only visit in the next 6 months.
Therefore, it is better to take a visa less than 6 months from the time they plan to make their trip. So trying for a visa 10-12 months before they plan to visit is NOT a good idea.

It is absolutely not true that everyone who gets a visa gets it for 10 years. If you check the experiences of visa applicants on this site and others like it you will find that there are many who are given 6 months visa.

The length of your visa validity depends on how convinced the consulate is with the applicants' economic and social ties to India and whether their reasons to visit the U.S. appear genuine. And you should know that with the u.s. visa application process there are NO GUARANTEES of any kind.

The fact is when your parents apply for a visa you and they will be spending quite a bit of money on collecting documents and on the application process and fees. Why take a risk of having that money go waste if they get a short term visitor visa at a time that is unsuitable for them to visit?
