visitors visa question

This is my situation
I applied for a visitors visa 2 times Aug and Oct 2005 and both were rejected saying
Your family ties in USA.
I have a US citizen brother in USA since 1982, he has is own home, and business, Real Estate developing.
I am married back home with 2 kids, I have my own business with a bank balance of about $15,000.
I want to re-apply, how can I convice the VO that I would come back since he earlier said I will not come back cos of family ties in USA.

1.What was the purpose of visit you mentioned each time?
2.Did your brother send you any papers each time?
3.Did he send an affidavit of support each time or did you say you were going to spend your own money for the trip?
4.Which country do you belong to and what is your yearly income?
