Time duration between 2 visits

My in-laws got 10yr multiple entry visas ! They came in Feb. They got only 5 weeks on POE. They went back in time ! what will be the desirable time before they should come back ? What are the chances getting 6 months POE when they come next time ?

Usually parents get 6 months. It was unusual for them to get only 5 wks. Was it their first visit ever?
