appropriate time to show the cover letter

I have a doubt regarding when to show the cover letter to VO..

In most of the cases the VO just sees the DS 156, 157 , appoint confirmation letter passport etc will are present in a separate folder (kept in separate folder before entering the interview)... and usually dosen't care about any other docs and looks at the confidence of the person and tries to confuse with questions etc etc

Cover letter is a document which says that yep i will definitely come back coz of following reasons and kindly grant me visitors visa..

can we slip this cover letter into that folder before reaching the VO...
or can we give the VO as the first document to read even whthout VO asking us... am bit confused

If VO reads the Cover letter then half of the work is done....
plz suggest

My parents carried an affidavit of intention to return instead of a cover letter.

They were clearly told at the Mumbai Consulate that they should NOT add any documents to the folder containing the application form, passport, interview letter etc. My parents decided to follow those instructions. Moreover, my parents found that there was no space in the folder to slip in any additional documents.

They merely put it on top of the applicants' document set in case the VO asked to see the whole set.

However, the VO asked them very specific questions and so my parents only showed the documents/photos specifically related to each question. They ended up not showing the affidavit.

They were both granted visas.

But in your case, I guess the applicant could hand over the cover letter to the VO when they are asked the purpose of their visit.
