I read somewhere that you have to be in india to take the appointment online for parents tourist visa...or if I am mistaken plz do let me know since i have paid the hdcf fees and was thinking if i could fill the forms online and take their appointment.

also i see that the dates available for hindi speaking in chennai is showing for may..i may not be able to get all the papers by then will it show more dates later in may or what?

you can set up appointment for your parents from usa using the numbers from the receipt, print out the forms ds-156 and 157 and send them to your parents.

As for appointments the embassy releases dates periodically and you will have to check back repeatedly

when clicked "no" for "Do You have a BEP User ID" takes me to a page which has below links but does not show a link to book an appointment. I have HDFC receipt number. How do I a book an appointment:

No, you don't have to be in india .You can book the appointment from the US.
The consulate releases the dates, just keep trying as frequently as possible.
