I came to US(L1B) 3 months back. Can I invite my mom on visitor visa now.
Is there a time limit for the sponsor, like, the sponsor should be in US atleast for 6 months or a year to be elilgible to sponsor.

No there is no such limit, and it is not really about the sponsor it is about your mom being able to show that she will go back, since she is a widow and you are here she is unlikely to get a visa, unless she can demonstrate that she owns some property back home, works and has a job to go back to

If it is of any help, I wanted to let you know that a lot of people in my company come to the US on L1 every year. I personally know of my collegue whose parents got visa first attempt after 4 months of his stay here. I also personally know of another colleague whose mother-in-law is a widow, has all children in US and a lot of things against her got a visa in the first attempt. I would suggest that you wait 3 more months, prepare well and then give it a shot. You never know..
