visitor visa query plss.. repond soon its urgent

this is really urgent pls... respond as soon as possib;le .i wuld like to ask you that i had applied for visitor visa in 2002 its now almost 3and a half yrs n my visa got rejected. under 214- b.. now i am again planning to apply visa .sumtimes soon. my brother is in USA he is doing his MBA HE IS GONNA BE FINISHING MBA .he is gonna be graduating this may . and he is gonna start to work in july end. so if i apply for visa right now what all things shuld i consider. My brother wants me to visit USA in july so tht he can spend sumtime wid me before he actually starts to work.so my ques is shuld i apply right away or shuld im wait till he strats to work or is it ok if i visit him before he starts to work. i hope ur getting wht i am trying to say. what all things i need to keep in mind this time wen appyin for visa. what all do i need from him as in wht all documents wuld i need from my brother.

It depends on whether your brother is going to sponsor you. In your case it would be better if you self sponsor. The approval/ rejection of your B2 visa depends on whether you can satisfy the consulate about your return to India after the intended tourist visit. For instance, self sponsoring shows financial independence, strong family ties in India etc. will mean you would come back. On similar lines, showing a stable job in India helps. If you intend to go to the US before your brother starts working, it will be a weak case if he sponsors.
