F1 & F2 Friends who can sponsor brother

Hi
Good friends of mine have F1 and F2 visas. The wife wants her brother to visit for the summer; they are very close.
1. As students, can they sponsor him?
2. I don't know their finances, but based on the threads I've read already, I presume maybe they don't have the funds to qualify as sponsors.
3. Can I, as a non-related person, sponsor him? I have the funds.
Any enlightenment is appreciated.

I guess they cannot.
Even if they could, a young, single(I assume) person being financed from abroad for a casual trip, in itself invites a denial as it means the applicant is not financially healthy in INdia, when he cannot even afford a trip to US and may not return.
You as a sponsor is a big NO NO, a non-related person may be presumed to
be "ärranged" to help the person settle in US.

What he should do;
If he is rich or his parents are rich in India, he does not need financial sponsorship, he can show he is spending his own money.
If he cannot show his own/his parents' money, I guess there is no way out
but to opt for a scholarship based student or work visa himself.

I did not state this before, but if it makes any difference, they are from China and not India.
