Affidavit - Question

As per instructions provided in immihelp.com, I've asked my father to prepare a self-affidavit document stating his property values in India. I have a question-
Whom should this self-affidavit be signed by? Will a Charted-Accountant be eligible to notarize an affidavit? Or a Gazeted officer?
Please advice.

A Lawyer with Notarization authority would do, and for that matter
any person who is a Notary would do.
