URGENT - is there any limit on carrying Indian currency while travelling to USA

My parents are travelling to USA tonight and carrying Rs. 28K - 30K indian currency, is there any problem at customs?

(since they live in village they brought enough money to Pune for shopping and still left with Rs. 28K-30K).

Please respond ASAP.

Not allowed to take Indian currency out of the country.
They should either convert it to USD under the travel quota or leave it in INdia.
