Tourist visa-from Qatar-indian origin

This is for my friend's parents.
They are born and brought up in India. Lived in Qatar for 10 years with 4 children. They went back to India for 12 years. Now, my friend is in US, married and wants to bring her parents over on a tourist visa. Her parents are in Qatar again. Her father in work visa in qatar and her mother and sister on dependent status. Her 2 brothers are in India studying.

My questions is,
Should they take their visa from India or Qatar?

Any input greatly appreciated.

Since they are living and working in Qatar, applying for a visa there should be easier . My sister too applied and got her visa from the UK, she works there.
