Father dont have last name in passport

Hi

My father passport dont have a last name (surname) in passport. surname is blank. Because my father birthcertificate (10th certificate) dont have his last name and its tough to get change in passport.

Anyone knows if we can take a visa appoinment with last name blank and how they will issue us a Visa ?. Also can hdfc issue receipt without last name.

Any help is appreciated.
