can we return the copy of I-94 in airport

I applied visa extension for my parents and sent out the original copy of I-94. INS asked for more document for visa extension, but the deadline (Sep 18) is later then the date we plan to leave (Sep 10).

If my parents leave USA before we get the approve of INS, can we give the copy of I-94 to customer when they leave?

That is the best you can do as you sent the original to USCIS by mistake. You were supposed to send them only a copy.
