Sponsorship for Visitor US Visa (B2)

My Mother wants to travel US in November this year.

I need to know, can a distant cousin of hers issue I-134 (or only blood relatives can issue sponsorship letter) and other supporting documents (like IT returns, Bank Statement, Invite letter, Pay stubs...etc..)

Please let me know !!
