Visitor visa rejected 4 times

My mother's visitor visa was rejected 4 times. They did not check the papers and told her that she should apply for a greencard instead because she had stayed in the USA for 6 months and gap of 4 months and again for 6 months.
Whenever she goes to the mumbai consulate they say that she has stayed in the USA for 1 year.

What should I do ? Will she get a visa at all? She is a widow but all out family lives in India.

Try contacting your local representative or senator's office. Fax them the request in detail, it reaches them faster.

No offence but she should not have stayed that long a period on her visits and should have avoided a second visit. This clealy showed an intent to stay
long periods in US which means immigrant intent.

IT is difficult to get a visa for widows anyway , and I do not think you can do much. Senators letters work rarely and may even be counterproductive because here the fault lay with your mother.

If she is educated, bachelor's degree and working age, try getting someone to sponsor her for an employment green card, which may take a few years.
OR else, wait for you to become a citizen and then sponsor her.
