Dad's Toursit Visa - Mom visiting in US

Hi,

My mom is currently visiting me in US. My dad would also like to visit for a month but he needs to apply for a visitor's visa. Is it a good idea for my dad to apply for a visitor's visa while my mom is in US or should I wait for my mom to return to India?

What are the chances of him getting a visa while my mom is in US? What concerns can be raised at the interview?

Please help as soon as possible as I want to take the next available dates.

Apply when mom is back in INdia.
Obviously, this is because wife is an important tie and if she is in US, it will bring down the chances of success.
