Holiday in US with criminal record

I wonedered if you could help me, Me and My partner a looking to got to the USA for a holiday, we are both british and have valid passports however my partner has a criminal record.
What procedure do we have to follow in oreder to be able to go? Or would he be ok to visit the USA under a VWP?
