I have booked appointment for my parents in Chennai in October. I have got the following doubt.

Do they need to show money in bank account separately or will a joint account do?

I heard that Indian citizens are no more required to pay the visa issuance fee. Is it true?

Joint account should be good enough

Yes,they do not have to pay any fees at the time of interview since you'd already paid all required fees before getting the appointment.
