Visa question, showing return tickets

I have a friend in Russia who wants to visit me but her first
application was rejected. She is about to reply again and we have heard
that if she takes her plane ticket with her showing the return ticket
will be helpful in convincing the consul of her intentions to return to
Russia. Do you know if this is true?
