When to use visitor visa?

My parents have 10 year multiple entry visa to US which they obtained last year. We just heard that they must use the VISA to enter the US during the first year ... is there such a requirement, or can they pretty much travel anytime during the 10 years, without having to travel in the first year. please advise. Thanks.

There is no such requirement. I don't understand who is spreading such rumors!

They can come at any time within next 10 years.
