Parents Visa applying 3rd time

My parent's visa was rejected twice due to lack of ties to India as both of my siblings were outside India.Now my brother is in Delhi,doing some business there.What documents can we use to proove that he is in India now?

That depends... is he in India only for a short visit?

But even then, just your kids being in another country is NOT the only reason their visa was denied.
