Visit Visa Rejection - Not Sufficient proof of Returning Back

My Father's Visa got Rejected 4 years back. We tried tried again this time and its got Rejected again. Both the occasion, they gave a standard reason that - No Proof of Returning Back.

My father's age is 65years and he owns a small shop, but he does not have proof of income neither IT returns.

How do I convince consulate that he will return back ?

stop evading taxes on the income from this small shop, file taxes for next two years and then you can show tax returns and get a visa
