Visa for parents

I want to apply visa for my parents. Couple of questions.
My parents used to live in mumbai, but they recently moved to Gujarat. Can they go to Delhi consulate instead of mumbai consulate ?

I am on F1 and my wife is on H1-B. Who should sponsor my parents and sign the affidavit form

They need to go to the Consulate that has jurisdiction over the city in which they live now.
