Sponsor Visitor VISA for Uncle

Hello all,

My Uncle wants to come to US to meet his daughter who is having a tumultuous married life. She obviously cannot sponsor him as she is on H4 and her husband won't.

My questions are

1) Can I invite/sponsor my Uncle for visit to US on visitor VISA? I am on H1.
2) Should we just state tourism as the reason for visit or explain the whole story as above to the VISA officer at interview?
