Visitor visa after overstay on Visa Waiver Program

I am British and visited the USA twice in 1994 and 1995. Unfortuanately as I was in my early 20's and didnt take my responsibilites seriously and I overstayed my visitor visa the first time by one day and the second time by several months. In 2002 I was denied entry via the Visa Waiver programme when myself and my husband attempted to visit New York for my honeymoon. I would like to know what procedure to follow now to reapply for travel purposes to the US and how successfull I may be?
