Question about wheelchair assistance

My mother is flying out to Bangalore from San Francisco tomorrow. she has developed some knee problems and has trouble walking for too long. So I have the following questions about requesting wheel chair assistance for her:

1) Can I request assistance for her although she can walk, but only for a very short distance.

2) Will they assist her with carrying the cabin baggage as well?

3) Will they take care of transporting her to her connecting flight in Frankfurt?

Don't request wheelchair unless really medical needed.

Now most airlines know why so many older people request wheelchair.
Help with connecting flights, language issues and so on.

Therefore, they are very strict and may not provide you wheelchair.
