No DS-157 link when taking appointment

I took an appointment for my in-laws today. I was able to fill DS-156 for both of them but I didn't see any DS-157 form for my father-in-law.
I retrieved the application again to see whether I missed it but I don't see it at all.
Should we not be filling that?

We had filled it last time online even though my fil was above 60 then. That's why I had this question.
