B2 visa for my father who works in Africa

My dad works in Africa, my mom is in India. To get an B2 visa for my parents:

1. Can I schedule the visa appointment for my dad in India(Chennai) along wid my mom's or should my dad has to get it done in Africa's US consulate?

2.Can my husband sponsor for them? We both r on H1 b visa. I recently got my work visa,and I dont have 3 months paystubs. Does it matter? will my hubby's paystubs be enough for the processing?
