What is the time for renewal of visa?

I hold a 10 year non immigrant visa which expires in Oct 2009. For renewing same how early should i apply? Also do I have to fulfil all the procedures as for a new visa?Can any one clarify? My emails to the consulate on this topic remain un answered for a long time.

There is no such thing as renewal.

You have to apply all over again.
