USMLE or B2 visa

Hi

I am a 27 yrs old female and had been rejected tourist visa when i was unmarried. now i am giving USMLE. My brother lives in USA and is a citizen there. I am married now and doing a governement job. should i apply for a B1 for giving USMLE or B2 visa for meeting my brother. I am having marriage certificate with me. I am living in ahmedabad and my permanent address in haryana. Should i apply from delhi or bombay

You can apply for either visa as long as it is consistent with the purpose of your visit.
