How to get VISA approved for a family?

Hello

My in-laws (father, mother, brother 9yrs, sister 12 yrs) went for VISA today in chennai consulate ... it was rejected ! :-(
Father-in-law has a shop / house in india ..kids go to school ..

Reason told - cannot give visa for the entire family.

i would like to try one more time ..

Any suggestions .. on how to proceed with the same ..

Try only for FIL and MIL. The they were told visa cannot be given for whole family, did not they say that just for the father and mother would be fine?? Anyway, before reapplying wait out some time.
