Request for advice on Visitor VISA

I am living in Mumbai, India. My daughter is studying in St. Petersburg, Russia.
My brother stays in Wichita Falls, Dallas, USA. During the month of May, 2008, there is wedding of my Brother’s daughter in Dallas, USA.

I desire to know, if my daughter in Russia can apply for VISA for travel to USA, directly from St. Petersburg, Russia and if yes, then :

- what documents she will be required to produce?
- how she will know the formalities for US VISA?
- during what time she should apply for VISA, if she wants to travel in the month of May, 2008?

I shall be grateful for your answer to the above query so as to enable me to do the needful.
