Can a visitor marry in US?

Hi,
I have a sister (citizen of India) who is currently visiting me and she works in Germany with a work permit. We have found a match for her. The guy is here (in US) on H1-B. Can we get her married legally in US? Someone told me that she needs to have a SSN to get married in US. Is that true?

Thanks for the earlier response. Does she have to file her dependent visa when she is in US or she can go back and file the visa later?

It can work out both ways.
They can get married in US and she can apply for change of status from
B2 to H-4.

OR she can go back and apply for an H-4 in India.

The advantage in going back is she will get an H-4 stamp on her passport.
while change of status in US will only get her an H-4 stamp on her I-94
card and if she has to travel to India after change of status in US, she will have to get an H-4 stamp at US embassy in India to be able to return to US
on an H-4.
