Visitor visa rejected for brother

Brothers visitor visa rejected based on section 142b.
1. The property value that he has is good, but monthly income on his name is not so much. He is 35yrs. Is there hope to reapply next time. Do they usually look at the monthly income/total property value?
2. Also, is it better for the whole family to apply for the visitor visa together, rather than just for him?

Yes, Good income is very important. It shows strong ties to India.

*Anyone sponsoring from US? Who? His visa status in US? - I am sponsoring him. And I am a citizen here.*Employment in INdia? - Business. But, the monthly income shown is less.
* Family in India? No. of kids? - My mom, My brothers wife and son.
* Total family income per year ? - About 2 lakhs
* Worth of all assets in India (savings, insurance, shares, property) - Worth of his property is a lot. But, the VO did not ask the worth of his property, and he did not let the VO know either.

This was a clear recipe for denial.

A Pleasure visit to US for a young person leaving behind his family
does not make sense. If he is really going for a pleasure trip, it is natural for
him to take his wife,kid with him. On top of that , a low income in India and you, a USC sponsoring him clearly show that his actual purpose is not pleasure but he is likely to settle in US.

Even if he now applies with his family, he will be denied because of his low income.

THe only way out his to show very good business turnover and income in India and go to US on a business trip rather than a casual trip.
