query regarding B2 visa ,replies appreciated

hi!
I am a doctor from India presently preparing for MLE and therefore currently unemployed on H4 visa with EAD .my husband is on H1b visa with EAD

My parents plan to visit me sometime in the future(maybe after a year or so...) but nothing is decided at the moment
My query is can they apply for a B2visa now and say in the interview that they are not sure when they would like to visit ,and as that visit maybe after a year or so ,request only for a 10 year visa as a 1 year visa will not benefit them?
Or will it be better for them to apply when they really intend to come?

They are old and would like to be done with the visa formalities at an early date ,if possible, as right now they have people to help them with it

Also my father has a neurodegenerative disease (parkinsonism)which expresses itself by shaking of hands.Does it reduce his chances in getting a visa in any way and are there any other queries he needs to be prepared for regarding the disease for example the medical costs or how he will manage the travelling.

Apply when at least the tentative dates are decided. If they get only 6 months visa, it would expire before they decide to come here.
