Passport after interview..

Hi..

We have given BANGALORE DART office address for the delivery of passport of my mother, who stays far from bangalore.. Should she has to go to collect the passport OR other person( My sister ) can collect it on her behalf?

As long as the other person has the stamped receipt given earlier by VFS, your sister can collect passport.
