Hi, my brother has a visitor visa and he wants to come visit me, does he need to come with a two-way airline ticket or can he come with a one -way ticket and when he decides to go back (within the time he's allowed to stay)we'll get the ticket back?

with a visitor visa, no airline will give him a one way ticket.
plus at US entry, the inspector may want to see his return ticket to make sure he will go back after the trip.

Agreed. Most airlines will not let him board the plane with a one way ticket. Either buy an open ticket or 3 month ticket and he can always change it.
