Need suggestion - Parent Visa I -130

I became a US Citizen recently. My dad has been rejected visitor visa couple of times when I was on green card. Now I am need to re try. Can I apply for Visitor visa again? Or I have to apply only for I-130.

Which option is better? Any suggestions.
